Ham petrol fiyatlarındaki artışların petrol ithalatçısı ülkelerdeki olası enflasyonist etkileri, özellikle 1970’li yıllarda Dünya’da yaşanan iki büyük petrol krizinden bu yana tartışılır olmuştur. Bir ham petrol ithalatçısı olan Türkiye’de de, enflasyonun önemli kaynaklarından birinin ham petrol ithal fiyatlarındaki artışlar olduğu sık sık gündeme gelmektedir. Bu çalışmanın temel konusunu, Türkiye tarafından ithal edilen ham petrolün Dünya fiyatında meydana gelen değişmelerin (ham petrolün yerli rafinerilerde işlenmesiyle elde edilen LPG, benzin, gazyağı, motorin ve fuel-oil gibi çeşitli akaryakıt ürünlerinin maliyetlerini etkilemek suretiyle) ekonomideki sektörel ve genel fiyat düzeylerini nasıl ve ne ölçüde değiştirdiğinin analizi oluşturmaktadır. Türkiye’deki ham petrol ve akaryakıt ürünleri sektörlerinin iç üretim, ithalat, iç tüketim, ihracat ve fiyat gelişmeleri (1961-1997) açısından temel karakteristikleri sergilendikten sonra, ham petrol ithal ve yurtiçi akaryakıt ürünü fiyat artışlarının Türkiye’de nasıl ve ne biçimde enflasyonist etkiler yaratıyor olabileceği şematik olarak özetlenmektedir. Daha sonra, Türkiye’deki sektörel ve genel fiyat artışlarının ne ölçüde ham petrol ve petrol ürünlerinin fiyat artışlarından kaynaklandığı, DİE’nin Türkiye için hesapladığı 1979, 1985 ve 1990 yılı girdi-çıktı tabloları yardımıyla araştırılmaktadır. Bu analizde ulaşılan sonuçların karşılaştırılabilmesi amacıyla, ham petrol ithal fiyatlarındaki artışların Türkiye’deki enflasyonu ne ölçüde etkilediği, Ocak 1986 - Mart 1998 dönemine ait aylık veriler yardımıyla ve VAR yöntemi kullanılarak incelenmektedir.

Ham petrol ithal fiyatlarındaki değişmeler dolayısıyla akaryakıt ürünlerinin yurtiçi fiyatlarında meydana gelen değişmelerin Türkiye'deki olası enflasyonist ve/veya deflasyonist etkileri, Kibritçioğlu ve Kibritçioğlu (1999) tarafından kuramsal ve olgusal bilgiler ışığında şematik ve ampirik olarak incelenmiştir. Söz konusu çalışmada, Türkiye’deki sektörel ve genel fiyat düzeyi artışlarının ne ölçüde ham petrol ithal fiyatı ve akaryakıt ürünlerinin yurtiçi fiyat artışlarından kaynaklandığı, gerek DİE’nin Türkiye için hesapladığı 1979, 1985 ve 1990 yılı girdi-çıktı tabloları, gerekse Ocak 1986 - Mart 1998 dönemine ait aylık veriler kullanılarak VAR yöntemi yardımıyla araştırılmıştır. Bu yazıda ise, önce, Türkiye için Ocak 1982 - Nisan 1999 dönemine ait genel bir aylık akaryakıt ürünleri fiyat endeksi (FOPP) oluşturularak diğer araştırmacıların da kullanımına sunulmaktadır. Bu seri, daha sonra, Kibritçioğlu ve Kibritçioğlu (1999) doğrultusunda iki yeni VAR modeli hesaplamasında kullanılmaktadır. Burada ulaşılan sonuçlar, önceki çalışmanın bulgularını destekleyici niteliktedir. Türkiye'deki enflasyonun oluşumu ve sürmesinde ham petrol ithal ve akaryakıt ürünü fiyat gelişmelerinin rolü sınırlı gözükmektedir.

It is generally acknowledged that changes in oil prices affect economic welfare in ways that are not entirely reflected in transactions in the oil market. In this article, by using the 1990 input-output table, the inflationary effects of crude oil prices are investigated for Turkey. Under fixed nominal wages, profits, interest and rent earnings, the effect of increasing prices of oil on inflation is limited. However, when wages and the other three factors of income (profit, interest and rent) are adjusted to the general price level that includes the oil price increases, then the inflationary effect of oil prices becomes significant. Hence, indexation could have very severe effects on an economy when oil prices increase and, in some cases, could even lead to hyperinflation.

2000 yılında dünya ham petrol fiyatları 21 $/varil ile 35 $/varil arasında dalgalanır, TL/Dolar kuru ise % 24.4 kadar yükselirken akaryakıt ürünlerinin fiyatlarına yıl boyunca ortalama olarak sadece % 8.0 kadar zam yapılmıştır. 57. TC Hükümetinin 2000-2002 enflasyonla mücadele programı ilk yılda enflasyonu % 60’lardan % 30’lara dek düşürmesine rağmen, Kasım 2000 ve Şubat 2001 sonlarında patlak veren iki finansal kriz sonrasında kurlar dalgalanmaya bırakılarak 2001-2002 yılları için yeni bir programın hazırlıklarına girişilmiştir. Öte yandan, 2001’in ilk üç ayındaki petrol fiyatı artışları aynı yılın Şubat ve Mart ayı sonlarındaki ciddi kur sıçramaları ile birleşince, akaryakıt ürünlerinin fiyatlarına özellikle Mart ve Nisan aylarında peşpeşe zamlar yapılmıştır. Bu kısa makalede; 2001 yılının ilk 3.5 ayında gerçekleşen toplam % 57.6’lık akaryakıt zammının ne ölçüde gerekli olduğu ve söz konusu artışların, Hükümetin 2001 yılı için koyduğu % 57.6’lık toptan eşya fiyatları endeksi (TEFE) artış hedefini ne derecede etkileyeceği sorularına yanıt aranmaktadır. Çalışmanın bulgularına göre, yapılan zamlar maliyet artışları bakımından büyük ölçüde haklıdır. Ancak, akaryakıt zamlarının olası enflasyonist etkileri, Hükümetin 2001 yılı TEFE artış hedefine ulaşılmasını olanaksız kılmasa da oldukça güçleştirmektedir. Söz konusu hedefin tutturulabilmesi için, Hükümetin bundan böyle çok zorunlu olmadıkça akaryakıt ürünlerine zam yapmaması gerektiği ve bir an önce kredibilitesi-güvenilirliği yüksek ve gerekli yasal reformlarla desteklenen yeni dezenflasyon programını bir bütün olarak ve kararlılıkla hayata geçirmesinin önemi ortaya çıkmaktadır.

This paper surveys and examines the sources of fluctuations in inflation and output in Turkey. Using a dynamic open economy aggregate supply - aggregate demand model with imperfect capital mobility and structural vector-autoregressions, the authors consider real oil price, supply, balance of payments, real demand, and monetary disturbances. Empirical results indicate that inflation is driven by monetary and real demand disturbances while output is mainly driven by aggregate supply disturbances. The historical decomposition shows that a substantial portion of inflation is aggregate demand-driven core inflation. A credible disinflation program accompanied by structural reform is likely to stabilize the economy with little output costs.

Using a dynamic aggregate supply and aggregate demand model with imperfect capital mobility and structural VARs, we decompose inflation and output movements into those attributable to terms of trade, supply, balance-of-payments, fiscal, and monetary shocks. Empirical results show that terms of trade shocks have a significant negative effect on inflation in the short run. In the long run, monetary, and balance of payments shocks dominate while budget deficits play a limited role in the inflationary process. Demand shocks have limited effects on output movements; output is mostly driven by terms of trade and supply shocks. The results highlight the importance of a credible disinflation program and structural reform that restrain discretionary aggregate demand policies.

We test and confirm that retail gasoline prices respond more quickly to increases than to decreases in crude oil prices. Among the possible sources of this asymmetry are production/ inventory adjustment lags and market power of some sellers. By analyzing price transmission at different points in the distribution chain, we attempt to shed light on these theories. Spot prices for generic gasoline show asymmetry in responding to crude oil price changes, which may reflect inventory adjustment effects. Asymmetry also appears in the response of retail prices to wholesale price changes, possibly indicating short-run market power among retailers.

The effect which the oil price time series has on the long run properties of Vector AutoRegressive (VAR) models for price levels and import demand is investigated. As the oil price variable is assumed to be weakly exogenous for the long run parameters, a cointegration testing procedure allowing for weakly exogenous variables is developed using a LU\ decomposition of the long run multiplier matrix. The likelihood based cointegration test statistics, Wald, Likelihood Ratio and Lagrange Multiplier, are constructed and their limiting distributions derived. Using these tests, we find that incorporating the oil price in a model for the domestic or import price level of seven industrialized countries decreases the long run memory of the inflation rate. Second, we find that the results for import demand can be classified with respect to the oil importing or exporting status of the specific country. The result for Japan is typical as its import price is not influenced by gnp in the long run, which is the case for all other countries.

Gasoline is the petroleum product whose price is most visible and, therefore, always under public scrutiny. Many claim there is an asymmetric relationship between gasoline and oil prices—specifically, gasoline price changes follow oil price changes more quickly when oil prices are rising than when they are falling. To explore this issue, Nathan Balke, Stephen Brown, and Mine Yucel use several different model specifications to analyze the relationship between oil prices and the spot, wholesale, and retail prices of gasoline. They find asymmetry is sensitive to model specification but is pervasive with the most general model.

The combination of substantial terms of trade variability and unstable correlation patterns of trade prices with output and trade volumes has led some to suggest a break in the link between trade volumes and prices. We find that oil accounts for much of the variation in the terms of trade over the last twenty five years and its quantitative role varies significantly over time. And since our dynamic general equilibrium model predicts that the economy responds differently to oil supply shocks than to other shocks, changes in their relative importance helps to account for the unstable correlations in the data.

Considerable research finds oil price shocks have had major effects on U.S. output and inflation. Several recent studies argue that the response of monetary policy—rather than the oil price shocks themselves—caused the fluctuations in economic activity. Stephen Brown and Mine Yucel show that an oil price increase will lead to a decline in real GDP and an increase in the price level that are of a similar magnitude if the federal funds rate is unconstrained—a finding consistent with the definition of monetary neutrality in which nominal GDP is constant. Brown and Yucel also find that holding the federal funds rate constant in the face of an oil price increase is an accommodative policy that boosts real GDP, the price level, and nominal GDP. In short, the monetary authority can use accommodative policy to cushion the negative effects of higher oil prices on real GDP, but at the expense of higher inflation.

This paper argues that major oil price increases were not nearly as essential a part of the causal mechanism that generated the stagflation of the 1970s as is often thought. There is neither a theoretical presumption that oil supply shocks are stagflationary nor robust empirical evidence for this view. In contrast, we show that monetary expansions and contractions can generate stagflation of realistic magnitude even in the absence of supply shocks. Furthermore, monetary fluctuations help to explain the historical movements of the prices of oil and other commodities, including the surge in the prices of industrial commodities that preceded the 1973/74 oil price increase. Thus, they can account for the striking coincidence of major oil price increases and worsening stagflation.
